JATIMTIMES - Komisi Pemberantasan Korupsi (KPK) resmi menetapkan dua orang dalam Operasi Tangkap Tangan (OTT) di Kabupaten Tulungagung. Dua orang yang ditetapkan sebagai tersangka ini adalah Bupati Gatut Sunu Wibowo (GSW) dan Dwi Yoga Ambal (YOG), ajudan atau ADJ Bupati Tulungagung. 

Keduanya ditetapkan sebagai tersangka kasus pemerasan para Organisasi Perangkat Daerah (OPD) di Pemkab Tulungagung.

"Berdasarkan kecukupan alat bukti dalam dugaan tindak pidana korupsi terkait pemerasan dan penerimaan lainnya di lingkungan Pemkab Tulungagung, menaikkan perkara ini ke tahap penyidikan dan menetapkan dua orang tersangka," kata Deputi Penindakan dan Eksekusi KPK, Asep Guntur Rahayu, Sabtu (11/4/2026).

Dalam keterangan yang disampaikan resmi oleh KPK ini, Gatut Sunu Wibowo diduga meminta sejumlah uang kepada para Kepala OPD dan pejabat di lingkup Pemkab Tulungagung. Permintaan ini, dilakukan secara langsung maupun melalui ajudannya YOG. 

Modus yang dilakukan, setelah proses pelantikan, GWS menekan para kepala OPD dengan harus menandatangani surat pernyataan kesiapan mundur dari jabatan tanpa mencantumkan tanggal. Surat ini, kemudian dijadikan sebagai alat untuk menekan para kepala OPD supaya memenuhi permintaan dari GWS, yang diantaranya berupa uang setoran. 

Ada 16 OPD yang diminta uang setoran dengan berbagai alasan. Ironisnya, jatah yang diminta ini hingga mencapai 50 persen dari tambahan anggaran yang dinaikkan dari sebelumnya. Dari praktik pemerasan ini, KPK mengungkap total permintaan hingga sekitar 5 Miliar. Besaran setoran yang diminta GWS bervariasi, antara 15 juta hingga 2,8 Miliar. 

Target 5 miliar ini, tersangka GWS dan YOG saat ditangkap sudah berhasil mengumpulkan uang hasil dugaan pemerasan sebesar 2,7 Miliar.

Dana ini, diduga digunakan untuk kebutuhan pribadi yang diantaranya untuk membeli sepatu bermerek, biaya pebgobatan dan Jamuan makan pribadi. Bahkan, uang dari hasil dugaan Pemerasan ini digunakan untuk pemberian Tunjangan Hari Raya (THR) bagi sejumlah jajaran Forkopimda.

Selain itu, GWS menurut Asep juga melakukan pengaturan vendor pengadaan alat kesehatan (Alkes) di RSUD dr Iskak Tulungagung agar dimenangkan. GWS meminta agar rekanannya menjadi pemenang dalam penyediaan jasa Cleaning Service dan Scurity. 

Setelah ditetapkan sebagai tersangka, GWS dan YOG keluar dari gedung KPK Merah Putih pada pukul 00.18 wib, Minggu (12/4/2026) dini hari. Keduanya terlihat memakai rompi tahanan khas KPK berwarna oranye dan sempat mengatakan permohonan maaf secara singkat.
